MINUTES FROM THE REGULAR MEETING
WEST GEAUGA COMMUNITY JOINT RECREATION DISTRICT
July 8, 2020
President Greg Poe called the meeting to order at 6:50 pm at pavilion of The Commons. Board members present –Ed Curtis, John Gromek, Rick Izant, Bernie Mandel, Linda Palchick and Greg Poe. Jason Abate also present.
Bernie Mandel motioned to accept the June 2020 minutes. John Gromek seconded. Vote was taken: Ed, yes; John, yes; Rick, yes; Bernie, yes; Linda, yes and Greg, yes. All in favor, motion carried.
The June treasurer’s report was distributed by Treasurer Ed Curtis. The treasurer’s report showed: Ending checking balance: $27,569.97; Total disbursements: $7,779.03; Total deposits: $0; Encumbered funds: $5,320.00; Unencumbered funds: $42,977.00. Linda Palchick motioned to accept the treasurer’s report; Vote was taken: Ed, yes; John, yes; Rick, yes; Bernie, yes; Linda, yes and Greg, yes. All in favor, motion carried.
Bernie Mandel motioned to pay the following bills:
Monica Gromek July 2020 minutes $ 25.00
Erickson Landscaping 26 cu yds of infield clay $ 979.13
John Gromek seconded the motion. Ed Curtis seconded. Vote was taken: Ed, yes; John, yes; Rick, yes; Bernie, yes; Linda, yes and Greg, yes. All in favor, motion carried.
Ed Curtis presented the annual park budget. In 2020, we will have less field fees as there was no field use due to Covid 19 pandemic. Also, Newbury may give us some new monies to our budget as they are now in the WG district. Ed will ask about this at the August 2020 meeting with the Geauga County Auditor.
ANNUAL APPROPRIATION RESOLUTION
WEST GEAUGA COMMUNITY JOINT RECREATION DISTRICT
The Board of Trustees of the West Geauga Community Joint Recreation District, Geauga County, Ohio, met in General session on the 8th day of July, 2020 at the West Geauga Commons Park with the following member(s) present: Ed Curtis, John Gromek, Rick Izant, Bernie Mandel, Linda Palchick, Greg Poe.
Bernie Mandel moved the adoption of the following Resolution:
BE IT RESOLVED by the Board of Trustees of the West Geauga Community Joint Recreation District, Geauga County, Ohio that to provide the current expenses and other expenditures of said Board of Trustees, during the fiscal year ending December 31, 2021 the following sums be and the same are hereby set aside and appropriated for the several purposes for which expenditures are to be made for and during said fiscal year as follows, viz:
GENERAL FUND That there be appropriated from the GENERAL FUND for: 60 Program Facility Expense $70,500 Total General Fund $70,500
Rick Izant, seconded the resolution and the roll being called upon its adoption, the vote resulted as follows: Ed Curtis, yes; John Gromek, yes; Rick Izant, yes; Bernie Mandel, yes; Linda Palchick, yes; Greg Poe, yes. Adopted this 8th day of July, 2020.
Ed Curtis reported that the State Audit will be done in the next few weeks. The ground rules have changed requiring more documentations. Bernie Mandel motioned to include a copy of the Record Retention requirements in our files. John Gromek seconded. Vote was taken: Ed, yes; John, yes; Rick, yes; Bernie, yes; Linda, yes and Greg, yes. All in favor, motion carried.
Facilities – Linda Palchick
Soccer Club is registering their players for the fall. No word from Rec. Council. School facilities can only be used by high school teams. Bernie Mandel questioned if the Board have a moratorium of our park rules and that the lower field can be used. This is unusual year with the Covid pandemic. Bernie will talk to Bill Bryan on how we can help him just for this year. Practice begins mid-August 2020. Board discussion. Bernie motioned to tentatively use our field for practice. Ed Curtis seconded. Vote was taken: Ed, yes; John, yes; Rick, yes; Bernie, yes; Linda, yes and Greg, yes. All in favor, motion carried.
Maintenance – John Gromek and Jason Abate
Jason Abate said a tree came down; is removed. He put asphalt grindings on the drive going to the baseball field. Volleyball court and playground is sprayed. Fields are fertilized. Jason cut a locust branch at the entrance to the Park; could not see the sign. The overgrown trail is cleaned out.

Linda Palchick reports there is no 2020 info on our website. Mick will check it out.
Greg Poe suggests putting info on our website when fields are closed so teams can access information.
Playground – Rick Izant
Rick will research the cost of sand for playground for our Board to pay for it. Shall use Jason Abate’s truck to pick up; and fill the playground. Jason Abate has a contact in Mantua to check on their sand price. Ed Curtis motioned to encumber $1,500 for sand cost and transport. Rick Izant seconded. Vote was taken: Ed, yes; John, yes; Rick, yes; Bernie, yes; Linda, yes and Greg, yes. All in favor, motion carried.
Ed Curtis reports that Sara Sustin is on the agenda for the next Russell Township Trustees meeting, for board appointment, filling the open board position from Walt Waetjen.
Linda Palchick said a new site may be needed for our monthly (October through May) meetings. Diane Martin from the Board Office said they may not allow any community meetings at the high school. Our June through September meetings are held at The Commons. The Board may have to research another meeting sight.
