MINUTES FROM THE REGULAR MEETING 

WEST GEAUGA COMMUNITY JOINT RECREATION DISTRICT 

January 17, 2023  

President Greg Poe called the meeting to order at 7:00 pm at West Geauga High School Library. Board members present – Ed Curtis, John Gromek, Rick Izant, Linda Palchick, Greg Poe, and Sara Sustin. Jason Abate was also present.  

The minutes from the December 2022 meeting presented. Rick Izant motioned to accept the minutes. John Gromek seconded. Vote was taken – Ed Curtis, yes; John Gromek, yes; Rick Izant, yes; Linda Palchick, yes; Greg Poe, yes; Sara Sustin, yes. Motion carried. 

Treasurer Ed Curtis distributed the January treasurer’s report. The treasurer’s report showed:  Ending checking balance: $39,894.07; Total disbursements: $3,296.47; savings account ending balance $21,733.41. Total deposits: $7.13; Encumbered funds: $0; Unencumbered funds: $61,627.48. Rick Izant motioned to accept the treasurer’s report; John Gromek seconded. Vote was taken – Ed Curtis, yes; John Gromek, yes; Rick Izant, yes; Linda Palchick, yes; Greg Poe, yes; Sara Sustin, yes. Motion carried. 

Rick Izant motioned the following bill be paid

 Monica Gromek January minutes               $25.00

 Abate Landscaping snowplowing                $75.00 

Geauga County Commissioners - Rent        $1.00                            

Rick Izant motioned to pay these bills.   John Gromek seconded. Vote was taken – Ed Curtis, yes; John Gromek, yes; Rick Izant, yes; Linda Palchick, yes; Greg Poe, yes; Sara Sustin, yes. Motion carried. 

Ed Curtis presented the following attached documents to the board:                           

1.  Annual appropriation resolution…discussed and approved.                         

1.  Annual Operating Results for 2022…discussed and questions answered. 

1.  Certificate of the Total Amount for all sources available for expenditures and balances…discussed and any questions answered 

1.  2022 Expense details…FYI for Board Members regarding monies spent in 2022 

1.  Calendar reminders…(one missed for March-members of local organizations using the Commons invited to meeting for any concerns or comments) 

1.  Hinkle annual financial reporting data sent to state. 

ANNUAL APPROPRIATION RESOLUTION - Permanent Appropriations.  The Board of Trustees of the West Geauga Joint Community Recreation District, Geauga County, Ohio, met in Regular Session on the 17th day of January, 2023, at the West Geauga High School Library with following members present:  Ed Curtis, John Gromek, Greg Poe, Sara Sustin, Linda Palchick, Rick Izant.  

Rick Izant moved to adopt the following Resolution: the following sums be and same are hereby set aside and appropriated for the several purposes for which expenditures are to be made for and during said fiscal  year, as follows: viz                                                                                             That there be appropriated from the:                                                                                   

General Fund 1000 Maintenance $91,600.00                                             

1001 Insurance $  3,900.00 3000 Misc. $   1,500.00 

Grand Total General Fund $97,000.00                                              

Capital Fund                                         .00                                            

Grand Total All Funds $97,000.00 

John Gromek seconded the Resolution and the roll called upon its adoption; the vote resulted as follows:  Ed Curtis, yes; John Gromek, yes; Greg Poe, yes; Sara Sustin, yes; Linda Palchick, yes; Rick Izant, yes.  

Facilities–Linda Palchick   No report-fields are closed; no activity.                                                                             

Maintenance – John Gromek and Jason Abate                                                        

No activity.  A great deal of the park and fields are “under a great deal of water” – although the river is NOT over its banks yet.  

Old Business  

No update on WEB site due to absence of Frank. Linda updated the Board on the sign for Pat and showed a photo to those present.  A date in May was discussed and details will be positively firmed up soon.                                                                                                                           

A request was received from Megan McGinnis for a copy of the park rules.  Linda Palchick has them and will see that they are forwarded in the future.  And the history of the park which is online.  Board --- needs to be updated.  

New Business                                                                                   

Reviewed Maintenance Contract and made any changes necessary.   

Pick up and drop off site for maintenance contract was discussed since it needs to be published in the newspaper.  Linda Palchick will contact the Chester Township Trustees, whom we have used in the past, to see if they are agreeable to the idea.  Linda will notify Ed Curtis of their answer or try to find an alternate site if necessary.  

Next meeting is February 21, 2023 at the West Geauga School Library.
