MINUTES FROM THE REGULAR MEETING
WEST GEAUGA COMMUNITY JOINT RECREATION DISTRICT
March 21, 2023
President Greg Poe called the meeting to order at 7:00 pm at West Geauga High School Library. Board members present – Ed Curtis, Frank Formicelli, John Gromek, Rick Izant, Linda Palchick, Greg Poe. Jason Abate was also present.
The minutes from the February 2023 meeting presented. Frank Formicelli motioned to accept the minutes. John Gromek seconded. Vote was taken – Ed Curtis, yes; Frank Formicelli, yes; John Gromek, yes; Rick Izant, yes; Linda Palchick, yes; Greg Poe, yes. Motion carried.
Treasurer Ed Curtis distributed the February treasurer’s report. The treasurer’s report showed: Ending checking balance: $38,932.70; Total disbursements: $287.37; savings account ending balance $21,747.68. Total deposits: $6.66; Encumbered funds: $0; Unencumbered funds: $60,680.38. John Gromek motioned to accept the treasurer’s report; Frank Formicelli seconded. Vote was taken – Ed Curtis, yes; Frank Formicelli, yes; John Gromek, yes; Rick Izant, yes; Linda Palchick, yes; Greg Poe, yes. Motion carried.
John Gromek motioned the following bills be paid:

Abate Landscaping $44.27 mailbox required by EPA

Facilities – Linda Palchick
The groups that use The Commons were invited to attend this meeting to discuss if anything is needed from the Board for them to use the facility this year. Possibly the week after Easter, games will be scheduled. No groups showed up for this meeting. Linda will send them letters.
Maintenance – John Gromek and Jason Abate
Jason reported that the trail washed out with the rain; hung the EPA mailbox in the restroom; The door fell off of a board and he placed it in the shed for repair in the next few weeks. Jason would like to put grindings on the path when the weather is better next month. John Gromek contacted MRH Paving to come look at the basketball court sealing they did last fall. John sent pictures of the washed away seal. They are aware and will come to look at the court.
Old Business / Website – Frank Formicelli
The Board minutes are posted up to date. The MSDS sheets need correction from 2021.
Greg Poe will contact Meghan McGinnis for her Girl Scout project update for our new park bulletin board.
Linda Palchick has been reviewing our Recreation District Park history. The land was originally bought by Geauga County for a sanitary plant. Russell residents didn’t think the kids needed recreation. Ed Curtis found that Newbury had a Rec Board that was disbanded in 2019.
Maintenance Bid - Greg Poe opened the only maintenance bid for 2 years, received from Abate Landscaping. Abate has been caring for our park this being their 13th year. Discussion followed between Jason Abate and The Board. The base bid from 4/2023 to 3/3/24 is $58,300. Overseeding is included. Fees per time of job are listed. Lining fields $150.00.
Linda Palchick motioned to pay $58,300 to Abate Landscaping for the period of 4/1/23 to 3/24/24. Vote was taken. Ed Curtis, yes; Frank Formicelli, yes; John Gromek, yes; Rick Izant, yes; Linda Palchick, yes; Greg Poe, yes. Motion carried.
Frank Formicelli motioned to pay $58,300 to Abate Landscaping for the period of 3/25/24 to 3/31/25. Vote was taken. Ed Curtis, yes; Frank Formicelli, yes; John Gromek, yes; Rick Izant, yes; Linda Palchick, yes; Greg Poe, yes. Motion carried.
John Gromek motioned to encumber $500.00 for grindings for the path. Rick Izant seconded. Vote was taken. Ed Curtis, yes; Frank Formicelli, yes; John Gromek, yes; Rick Izant, yes; Linda Palchick, yes; Greg Poe, yes. Motion carried.
Bill Bryan discussed with Jason Abate prepping the Newbury Stadium field for 2 soccer fields.
Next meeting is April 18, 2023 at the library of WG High School.
