WEST GEAUGA COMMUNITY JOINT RECREATION DISTRICT 

                                           Regular Meeting – November 19, 2024

President Greg Poe called the meeting to order at 7:00 pm. Board members present – Evan Byrum, Ed Curtis, Chris Domonkos, Kristen Foerster, Frank Formicelli, Rick Izant, Linda Palchick, Greg Poe, and Sara Sustin. Jason Abate and John Gromek were also present. 

The minutes from the October 2024 meeting were presented by clerk Monica  Gromek. Ed Curtis motioned to accept the minutes; Chris Domonkos seconded. Vote  taken – Evan Byrum, yes; Ed Curtis, yes; Chris Domonkos, yes; Kristen Foerster, yes; Frank Formicelli, yes; Rick Izant, yes; Linda Palchick, yes; Greg Poe, yes; Sara Sustin, yes. All in favor, motion carried. 

Treasurer Ed Curtis distributed the October 2024 treasurer’s report. The treasurer’s report showed:  Ending checking balance forwarded: $46,315.28; Total disbursements: $7,704.75; Total deposits: $0;  Savings balance forwarded: $24,418.35; Disbursements: 0; Deposits: $10.01;  Ending savings balance: $24,438.71; Encumbered funds: $4,750.00; Unencumbered funds: $66,003.99. Linda Palchick motioned to accept the treasurer’s report. Chris Domonkos seconded. Linda Palchick motioned to pay the following bills:

Ed Curtis distributed and explained Sunshine Law Star Rating System (StaRS) – (IPA Audit/AUP Engagement). We were graded on 7 items and our Board got a good rating -5 out of 7. An online presence is needed and our calendar needs updating. We are in compliance with 4 out of 5 stars. Our Board needs to be as transparent as we can be. Post our meetings. Christ Domonkos will update all this information.  

Linda Palchick – Facilities                                                                                                                      

The fields/games are done for this year until April 2025.   

Linda Palchick distributed more extensive stipulations with a summary of regulations for Board discussion for a pavilion request on June 14, 2025, by Steve  DiFranco…for his son’s graduation party at the Pat Jasko pavilion for an estimated 200 people. Deposit of $500.00 (50% will be charged if area is not cleaned up). NO PARKING on the side of the road or on grass (this area must be free for access for emergency vehicles). Volleyball and basketball can be used. SOCCER FIELDS cannot be used. The Baseball field may be used, depending on the baseball schedule. May contact baseball to see if they can reschedule any games there that day.  

Prefer the tent to be set-up Saturday. NO SPIKES in the parking lot. Can park by the maintenance shed. Use water-filled barrels to tie to secure TENT which must be down by 12 noon on Sunday to allow for parking for soccer games in the afternoon. More garbage cans will be needed. No picnic tables are allowed to be removed from the pavilion. Board members should be present during set up. Food truck MUST TAKE whatever they bring with them. There is no potable water for them to use for cleanup and there is no electricity in the park. The park is still open and closes at dark. More discussion and approval at our December 2024 meeting. Size of the tent needs to be known.   

Shall check with the Russell Police Department if security will be needed.  

Maintenance – Jason Abate                                                                                                                     A

ll fields have been aerated. Park is set for the winter. Jason will plant grass in the goal areas of the soccer fields.  

Website – Only approved meeting minutes can be posted to our website.  

House Bill 47 – Purchase of AED. – Chris Domonkos                                                         

Chris Domonkos explained 2 AED’s information. Suggestion to place these AEDs in our 2 restrooms within locked cabinets. They will be removed for the winter. A sign “site being monitored,” will be used. Cost is 2600.00 each; not solar powered. A suggestion to Linda Palchick if a discount can be used by buying a quantity of AEDs with other organizations. Easy installation.  

Chris Domonkos stated that a maintenance contract can be purchased for the AEDs installed by a contractor. Air tags can be placed on the AED so if it is stolen it can be traced. AED locations could be posted on our information board outside the pavilion and a second near the volleyball/baseball area. AED information must be added to all our permits. We could ask for support from Russell Township and the community.
